Unemployment Law Research Guide

This guide covers print and online sources relevant for legal research on unemployment law topics. Some online sources are restricted to users who have UW Net IDS, individual LexisNexis or Westlaw IDs or passwords, and/or visitors using the Gallagher Law Library.


Databases

The Law Library subscribes to several commercial databases.

BNA Labor & Employment Law Library
Includes federal and state laws, regulations, and cases on disabilities, fair employment, employment rights, and wages and hours. Also includes checklists, expert commentary, and news.

CCH Unemployment Insurance Reporter
Ask a reference librarian to login.
Several UI titles appear under the "Payroll" tab, including federal and state unemployment insurance laws, regulations, cases, and commentary.

Westlaw: WAPREC-DEC
Washington Commission of Employment Security precedential decisions, 1954 to date.

Washington Employment Security Department
Lots of information for employees and employers; many documents in multiple languages. Includes a link to the Precedential Decisions of the Commissioner.

Washington Office of Administrative Hearings, Unemployment Hearings FAQs
Answers to frequently asked questions about unemployment hearings.

WashingtonLawHelp, Unemployment Compensation
Provides several self-help guides, several in Spanish. Includes appealing a denial of benefits in Superior Court and self-representation at an unemployment compensation benefits hearing.

U.S. Department of Labor, Unemployment Insurance
A portal to UI information on the Labor Dep't website. Specialized resources from the Employment & Training Administration include:

National Employment Law Project, Unemployment Insurance
NELP is a nationwide organization. The website includes news, publications, and statistics.

Vol. 7, Chapter 21, Public Entitlement Law, Part 3: Employment Security covers history, eligibility, disqualifications, appeal procedures, judicial review, and overpayment. Includes several "practice tips." About 37 pages. Updated 2008.

Chapter 10, Termination of Employment, section 6, Unemployment Insurance, covers taxation, eligibility, disqualification, benefits, and the limited effect of unemployment rulings. About 8 pages.

Labor and Employment Law. KF3365.K47 2003 at Reference Area
Vol. 10, Chapter 266, Unemployment Compensation is national in scope. Covers purpose and scope, contributions, claims, and disqualifications. About 28 pages.

Washington Employment Law Deskbook, 15th ed. KFW331.W37 2003 at Reference Area
Chapter 9, Unemployment Compensation Insurance, covers eligibility, notice to employer, appeals, benefits, good cause for quitting, termination for serious misconduct, continuing eligibility, garnishments, employer records, reporting, interest and penalties, and effect of ESD decisions.
